Cannot attach files

I haven't been able to attach files to job proposals both on desktop and mobile app for over two days. This is costing me job opportunities as clients request ATTACHED FILES!!! Yes I have cleared my cache and cookies and  nothing works!!! Pdf, docx, Google docs, nothing at all. 

What is happening??? Please fix this!!!

Could you please share more information about your experience? When you attach files, is it throwing off an error?

It simply says "file unable to upload".
