Client unable to start a contract

I got an interview from a prospective coient showing me high interest in my design service and making me understand the urgency jn the delivery. The problem is he said he was unable to start the contract as upwork does not accept the payment, he wants me to start saying he needs to verify is account to continue. I am feeling he is trying to see if the design is worth it before he makes payment but not so sure if that was the issue. I can also see from the job posting that he is interviewing two of us. 

 

Should i go ahead to do the work or not as i need the review but i don't want to waste my time.
