Connects different from job posting

I looked at a job posting and the number of connects it said to submit a proposal was 4. When I hit apply and was taken to the next page, it informed me that the number of connects to apply to the job was 9. Another job I had saved went from 16 connects to 20. What is this about? The number of connects needed to apply to good jobs has already gone up absurdly high, are they being raised again?

Should be client edited post a while you browsing. Connects recalculating after changes applied.

Do clients set the amount of connects or does Upwork?

Upwork. But client can change price or skills. Connects recalculating within that changes.

Connects required out of client's control.
