Connects used for Re-submitting the proposal for Same Job.

I submit a proposal for a job but i forget to attach few attachements in my proposal. I immediately withdrawn my proposal and re-submited again after the needful done.

I am charged for both time connects needs for submission, even I quote the reason for withdrawing my proposal. Do the connects will be reimbursed to my account or not?
