I have received a proposal that is asking me to email them and set up ID.ME to complete the onboarding process. Is this legitimate? 

I'm a new freelancer, and I don't want to be scammed, just wanted to find out if this is standard procedure.

This is a scam, avoid and report the client in question. Always avoid clients that try to "identify" you outside of Upwork.
