My Account Seems Broken

In the last six months, I have received zero proposals, which is very strange.  Today, an old client would like to propose a new contract and I find:

1. Client cannot propose a contract to me
2. I cannot propose a contract to anyone
3. My profile does not show on searches
4. I can't apply to any job (Apply button is greyed out)

I am a top-rated plus freelancer with over 100 successful projects completed and have been regularly using the platform to service ongoing contracts. Why is my account in this state and how can it be fixed?
