New direct contract fees issue

Hi, I am a freelancer on Upwork.

If now (24-2-2024) I create a direct contract with a fixed price and send it to my client and my client makes the payment.
I need to ask when I finish the job may be on (15-3-2024), I mean after 27-2-2024, and make a payment request, what is the Upwork fee in this case 3.4% or 5% ??

and what if we create a direct contract with 3 milestones?

In summary, what I need to know is whether the new direct contract fee only will be applied to new contracts after 27-2-2024 or it will also include the contracts created before 27-2-2024 and are not finished yet ????
