No VAT number included on issued invoice

Hello,

Today I have made a payment to a freelancer for a first time and I have filled all company details prior making the payment and getting the invoice. On a help topic stated that the VAT number should be included on the invoice IF I HAVE FILLED IT. I have filled the VAT number before issuing the invoice and there is still not VAT on the invoice - https://support.upwork.com/hc/en-us/articles/211068188-Invoices-and-Transactions

Can past invoices be edited and how we can fix this for future payments?

But when I go to the "Tax information" in the profile the is no section for adding VAT number. 

Can you please assist?
