Not Sure What Billing Method it's asking for

Hello, I'm trying to get a client set up so I can hire other freelancers to do things I can't. In doing this, the following came up:

When I click the link, it takes me to my agency page. I already have two methods set up. There are no other options for billing methods. What is going on?
