Offer Creation Failed

Hey there,

I've had an upwork account for a couple years now and have been using it a lot the past several months. I found the right freelancer to hire from my latest job post and when I try hiring her it says offer creation failed. My account is in good standing and I'm paid up to date so any assistance would be greatly appreciated.
