Hello, the person I hired was not able to deliver the product and I do not know how can I get the funds that were charged for escrow back.

This is simple.

Send a message to the freelancer:
"Jenny, thank you for trying to work on this. I have read your messages about why you can't complete this, and it is okay! I will close the contract and you don't need to worry about this. If you see an Upwork message asking you to approve the refund of escrow funds, thank you for approving that request."

Then close the contract.

Edit the AMOUNT of money to release. Change it to ZERO.
