Unable to book consultation due to issues with payment

Hopefully someone smart here has a suggestion! New to upwork, looking to set up a consultation with a freelancer - I've tried different payment method types but all fail (two different banks shows they were approved and then later canceled and similar with Paypal even with funds in the Paypal account to cover it).

The kicker is I can't open a ticket with Upwork as I'm not a "user" yet. Any suggestions on how to get help from a human or suggestions on how to get out of this cycle / get more information?
