I discovered that my account is not open to client hire or invite

Since my last client in January, I've dropped proposals all to no avail. I revamped my profile just to make it stand out but my proposals were never viewed because I do check my stat. So I decided to open a client account today just to see how my freelancer account looks like and to my greatest shock, I saw that my account is not available to hires and invites. Pls help me out!!!!
