Cannot send proposal as agency

Hello,

All of a sudden this evening, I cannot send proposals via my agency, on the project pages it says this won't cost any connects and the submit button does not work. Before I was able to see the # of connects and choose a freelancer profile to apply. Any idea why it stopped working?

If I go to my freelancer account, I can send proposals.
