I cleared history , cookies etc. and tried in chrome incognito window. Still getting same error

I can't message anything to that ticket. I do not have an active ticket
on this critical issue ( UpWork is holding my money . not able to
withdraw )

I checked with my previous client. he had asked for a $400 withdrawal
from Upwork. He says he says he paid $400 by mistake and he wants money
back.

I am ready to pay this $400 to Upwork or this client. I should be
allowed to withdraw the remaining money.

It's a bit sensitive issue. I should be allowed to withdraw the balance
- the client disputed the amount.

Please help to resolve this. There is no active ticket. Please create an
active ticket.
