How to add another business manager to my agency?

Hi! I recently created an agency in Upwork. I have added members and I want to add another business manager. The first time I added a member, it asked me to select a role. But now it seems like it's set to "Exclusive". I cannot add the freelancer's account to my agency as a business manager because she has some engagements in Upwork. Help?
