Incompetent contractors can keep on applying for jobs without having their profile affected with honest feedbacks from horrible jobs made in the past by simply refunding the amount paid. Just like that.
That leaves the client frustrated and damaged without any compensation or reprieve to a poorly made work. So I chatted with a rep and she said "Michelle T.: Unfortunately, by system design, nothing can be done about it.
Michelle T.: You can however flag the profile as inappropriate."
So I go to that option and here are the options:
fake profile picture
fake profile name
portfolio contains confidential information.
None of these matches my complaint.
However Odesk can't do anything about this because this is how their system works. Basically, all they care about is money. To protect the contractor (keeping clients blind from honest testimonials) and keep on getting jobs (10% goes to Odesk by the way), this system continues.
Somebody please fix this!

If the bad contractor refunds the client, the client gets all the money back and none goes to oDesk.
Is there a band of bad contractors who just wants to gets jobs, then do a bad job and simply refund the client? They get nothing in the process and yet does the same modus again and again? How is oDesk earning from them? Doesn't make sense.

While the client gets the money back, and the contractor has the risk of any feedback gone, it is all a waste of time. In other words, contractors such as these mentioned waste a clients time. It goes beyond money issues and such. For instance:
Client A hires what appears to be a great contractor because there is nothing to refute it.
Contractor 1 supposedly starts work but has poor communication from the beginning, or it wanes during the work.
Client A request improvements from the contractor
Contractor 1 decides that they would rather not do the work and refunds the money, ending the contract too.
The client loses days, or possibly even a week due to the poor work habits of the contractor. So, as you can see, Odesk allowing this type of behavior to continue is going to run off clients, and it is going to create a repeat behavior within the contractor pool. If one thinks that they can simply refund to avoid bad reports, then they will continue to do so. Not on all their jobs, but maybe on those they lack the necessary skills for.
So, I agree. Something needs to be done.

oDesk should list refunded jobs on the contractors profile as well as clients job history. This would help clients put contractor feedback into perspective and warn contractors of potentially "bad" clients. So instead of a feedback rating, there should be a simple refund notice. Problem solved.
