Charge Failed

I had 2 jobs posted. I have a Visa debit card that I used to pay the first one, but it is not letting me fund the second contract saying that my charge failed , due to which I am not able to hire. Please help me out with this

Do you have enough funds available in the card?
It's new for me that clients have to add cards for each job post. I thought they add it to their account & pay for any number of jobs they want.

Yes, I do have funds available in my card. I do not exactly have to add the card again, it is just that when I try to add funds to escrow to start the second contract, it says "Charge Failed", and hence does not let me start the contract.
