0% fee when you bring your own client

Hi, I'm a top rated freelancer and I'm looking to bring a client to upwork with the 0% fee. I had received the same mail mentioned above back in June but the link that it had doesn't work now. How can I invite someone and is this still available? Thanks!

Hi, 
I already brought my client to upwork more then 6 months ago, and i still have active contract with him. 

Do i qualify for 0% fee in this case?

Unfortunately, this discount only applies to any client you bring that is entirely new to Upwork. We cannot honor the 0% service fee if they already have an existing account on Upwork. Thank you.
