Hello,
I have a Client who lives out of state but wants me to purchase basketball season tickets from my local team for his business. Earlier on, he gave me his credit card to purchase the tickets and a newly set up email to use, but he just told me that he wants me to tell them that the tickets are for me and my family instead of for his business clients. I have to go pick up the tickets in person and don't feel comfortable pretending that they are for me, as I believe my name would still be attached to these tickets. I told the Client that I wasn't comfortable with the arrangement and could he please close my contract.
Out of curiosity, is what the Client asked me to a violation of Upwork's TOS?

Everything about this violates Upwork's Terms of Service. Under no circumstances should a freelancer make a purchase for a client. This client is trying to scam you.
Flag the job as inappropriate and cease communications with him.

It is possible when you buy something for client with clients payment info. But you cannot buy that from your name. Try to avoid such deals and do not proceed any outside financial operations.

The credit could be stolen.
See the Terms of Use. More specifically, section 3.3 Treating Others Unfairly, which states: "You can’t use Upwork to make or demand bribes or payments for anything other than the work." Also see: Staying Safe On Upwork for information on off-platform transactions.
I'm not entirely sure what the job entails, but purchasing tickets in your name for a business doesn't seem like a task that would require using Upwork.
