Create specialized profile is not working

Hello,

I am new to Upwork and I would like to create my specialized profile, but it's not working. When I click to create, the website redirects me to the page of my public profile again. I don't believe that's the page where I should edit everything. Is there an error or is this normal, and should I edit my entire profile?

I have already tested in three different browsers, and the behavior is the same.
