If a freelancer closes a contract, Upwork automatically sends a message to the client notifying them...AND providing a link and asking them to leave feedback.

Upwork really does want to collect that client feedback.

(But there is no way for Upwork to guarantee that clients will leave feedback on a freelancer-closed contract.)
