It happened to me many times that I am writing down a custom proposal, half way through and just by mistake mouse clicks outside of the "proposal submission window" area and window just closes without asking and I end up losing all the writeup and I have to start over again.It is so frustating 
please consider adding permission before exiting proposal window it is very important.
Edit: This floating window appears when you try to submit proposal for invited job only.
