I have only done two hourly jobs, so forgive me for the question. When doing a fixed-price project there is a 5 day security hod on payments. Why on this hourly project is it 10 days. Now, I believe that the future payments have less than a 10 day security hold, but that point is mute since the projectis complete, So, again, why such a long hold on the funds?

It's so the client has five days to review the work diary. If you're Top Rated you get the money after five days rather than 10.

Hourly projects are paid on a weekly basis. The Upwork work week ends at 11:59 PM Greenwich Mean Time each week, the client can then review your TimeTracker-tracked and manually-tracked work periods.
If you're Top Rated you will have payment for those hours the following Thursday (four days later). If you not Top Rated, payment is released to you the following week under normal circumstances.
