How can we avoid stalker client?

Last month or two I received about 10-15 the same looking invitation to junk project from THE SAME client. I explained that i dont want to work on the project and blocked , marked as spam. But it was not enough. Junk invitations still have been coming with the same text.

Also I received invitation with text from any holy book. It scared me a little bit. 

During this week  my Upwork account was flagged for TOS violation  2 times.  I think it comes from the same person.

I avoid the person but she flagged my account. The reason was really riduculouse "I contacted her AGAIN to change low feedback". I did NOT do this because the feedback was already removed. It doesnt make sense to contact her again. For what?

ALL contact messages are on my Upwork messenger.  Dispate this my Upwork account was flagged for TOS violation. 

Any idea how to avoid stalker client?
