I didn't receive connects for the rising talent program

According to this article https://support.upwork.com/hc/en-us/articles/211063228-Rising-Talent I am supposed to get 30 connects for being admitted to the rising talent program.  I didn't recieve them and opening a ticket is impossible on this site :-(.  Can anyone provide me with a direct link to open a ticket? Everytime I ask the robot to open an email ticket it says i'm not logged in but I am.

When did you receive your Rising Talent badge? Please keep in mind that it can take up to 48 hours for the connects to be awarded on your profile. Thank you.

Ok thanks.  It just happened today, I thought it would be instant.
