Instant Pay Failed And Won't Let Me Attempt It Again

I attempted an Instant Pay a few minutes ago and it didn't go through. The funds went back to my Upwork account and now it won't let me do the instant pay again.

What should I do about this and who can help me? I tried getting chat support but it froze.

Is there a number I can call?
