I've never changed my location from being US based, but suddenly I'm being told clients are notified I don't meet their US only qualification. It's been about 1-1.5 years with no problems. I went in and "updated" my address which was already accurate in case saving it again would help, but no luck there. Any ideas on how I can re-confirm I am in the US?
Dec 19, 2018 06:56:50 AM by Signe J
I just clicked on an appealing job in the "US Only" feed. When I went to submit my proposal, however, I got the "You do not meet all of the preferred qualifications" warning because the platform thinks I live outside of the US. This is odd because I definitely live in the United States, and I always have. Thinking that my settings must have somehow been changed or cleared, I navigated over to my profile. However, everything is just fine there -- my location is still correctly listed as Sheboygan, Wisconsin. So...what's going on? Why does Upwork think that I live elsewhere? (And no, I don't have a VPN.)
With the recent emphasis on US-only jobs, I am concerned that this error will impact my odds of getting hired. How can I fix it?

Just finished posting this exact same problem. Also US based (Ohio) and haven't ever changed my location. So you're not alone - but I unfortunately don't know how to fix it either. If I hear any good suggestions I'll repost them for you here.

It looks like our threads have been combined, so that's helpful, at least -- we only have to monitor one conversation...
Dec 19, 2018 07:31:34 AM by Katrina B
I just tested it, and I'm not having the same problem. Guess it's sporadic.

Hi Signe and Mark,
I apologize for the inconvenience this caused to you. This is a known issue and our engineers are looking into it. I will go ahead and follow up your concern with our team so that they can get back to you once they have more information. Thank you for your patience.

important question is - is the same error present on the client's side? because if that's the case, then some freelancers might not be considered because of the location issue...
Dec 20, 2018 07:16:37 AM by Valeria K
Hi Sanja,
I checked and confirmed with our engineers that these errors don't show on the client's side.
Thanks.

Hi,
Recently, I have been applying to jobs that say "Only freelancers located in the U.S. may apply." and I have been receiving the below message:
You do not meet all the client's preferred qualifications
You may still submit a proposal, but the client will see that the proposal does not meet the following criteria:
However I am in the US and the location on my profile shows that I am in the US. What can I do to avoid this? Did someone tamper with my profile?
Thanks,
Florence

There was another thread on this same topic a few days ago. This seems to be a known but sporadic problem. You may want to search that thread out, but I'd also contact Customer Support immediately as clearly this is broken and could cause quite a bit of harm if you are possibly also filtered out of client searches (don't know if that is happening).

Same issue, very frustrating... dates back several days, so presumably hundreds if not thousands of us cannot submit proposals ?
Perhaps there should be a button on the error page asking "If you believe this is an error" please click here. Then the code could Compare the Location details, print out a BILLBOARD and live feed it to the WORLD... someone in the right place will see it eventually.
I also received a vague message after submitting a propsal (perhaps the same problem) , "my organization does not qualify" or similar, i cannot recreate this.
No explanation.

The issue is back it seems.
I'm in California, USA, yet I'm notified that I'm not in US.

Hi Chris, and Jay,
The Customer Support Team will reach out to each of you separately to assist you with this issue.

Hi, I am too having this same issue. Can you please help me resolve so I can start submitting proposals? Thanks in advance!
Jan 19, 2019 08:54:30 AM by Connie D
This apparently has not been fixed (since your answer from March 2018) What gives here? What does the client see? Will our proposals be viewed or ignored?
Dec 2, 2019 05:10:06 PM by Heather G
When will the issue be resolved? I am looking to apply for jobs, but cannot because of this glitch.
Dec 2, 2019 06:55:29 PM by Avery O
Hi Heather,
I checked several jobs in your U.S. job feed, and can see that you should be able to submit proposals for jobs without any issues. Please also check the Location Preference set by the client. As an example, in one of the job posts, you don't meet the client's location preference because they have specified that they needed a freelancer in the Central Timezone, which you do not meet.
If you meet all the requirement, but the issue persists for you, let me know so that I can investigate it further.

How can this issue still be going on 2 years later?! It's March 2020.
Are we all wasting our time and money, not being seen by the client?

Hi-
I see this issue was a problem in 2018. I'm having this problem now, in 2023. Please help!

When I want to submit a propoal I get a notification that I dont meet the client's qualifications due to my location not being in the U.S., but I am in the U.S. and my profile states I am in the U.S. This just started today, is it a bug? Will the client see this as well?
Dec 21, 2018 07:53:36 AM by Bojan S
Hi David,
This is a known issue, and our engineers are looking into it. As Valeria confirmed in the previous post, these errors don't show on the client's side. We'll have one of our agents reach out to you directly via support ticket and keep you updated regarding this concern. Thank you for your patience.

Before submitting a proposal I'm seeing a notification that I don't meet the requirements, it says "Location: United States". I'm based in the US and have my location listed on my profile. Does this mean that the job does not want US applicants? Or is my location not verified and does it look like I'm not based in the US?
Dec 21, 2018 12:37:07 PM by Bryon W
I have a similar problem, but I can't figure out how to submit a support request. The error I'm seeing is the following:
You do not meet all the client's preferred qualifications
You may still submit a proposal, but the client will see that the proposal does not meet the following criteria:
Location: United States
But I am in the United States and my profile is in the United States. Can someone help me please? See attached screenshot of the error...

Hi Bryon,
We'll have one of our team members reach out to you directly and update you further regarding this known issue. Thank you for your patience.

Anything more vague than "reach out" and "team member"
How about a time frame, and a degree of understanding of where the problem lies.
EX:
"Easy fix, the PROGRAMMER(s) are aware and the issue is due to a server upgrade or new code. Debugging shouldn't take more than 1 -2 days"
The problem with those kind of vague phrases is that it alerts everyone to the fact that no one knows where the problem lies, or who to contact... The ultimate fixers of the problem are no doubt so far down the food chain, or unwilling to admit an error, or in some other company and location with 100s of other companies to satisfy that the problem wont get fixed until someone raises a fuss !

Hi Tracy,
I checked your account and you`re able to submit proposals, if you experience any problems with it let me know.
I’ve also reset your profile visibility back to public. Just so that you are aware, freelancers with no earnings in 30 days will have their profile set to private (locked) automatically. To avoid this, you can resume earnings on a new contract or upgrade your membership to the Plus plan. You can check out more info about this here. Thank you.

When I send a proposal to a client that has specified that they'd like freelancers only located in the U.S. Upwork gives me a warning that "I do not meet the requirements" of being in the United States and the client will see that. The issue is that I am in the United States and my location and Identity have been confirmed.
I don't know how to contact support, someone please help!
Dec 21, 2018 12:58:50 PM by Amanda B
This happened to me today too! I had my location verified when I first started on Upwork, have been active on here for over a year and have Top Rated status, and yet I'm trying to apply to several jobs today and am getting an error message that I "don't meet the location requirements". ???? This must be a bug in their system. This is a screenshot of what I see:

My country on my profile is the US, but when I try to apply to US only jobs, it says that I do not qualify based on not being in the US. What is the issue? How do I fix it?
Dec 26, 2018 07:30:46 PM by John K
Avery, for what it's worth, I received the same warning when I applied for a job today.
Dec 26, 2018 08:36:13 PM by Avery O
Thanks for letting me know, John.
I was able to replicate the issue, and the team has confirmed this on their end. Our engineers are currently working to resolve it, and I apologise if this has caused any inconvenience.

I just posted about the same problem and included screenshots so the mods can see what I'm talking about. I'm relieved to know that it's not just me, but it's disconcerting to know that the entire system is on the fritz re: location.
