Need info about tax residence form

I recently joined Upwork and filled out the W-8BEN to confirm that I am not a US taxpayer. The next step would be to complete the tax residence form. But I'm interested as to why completing this form could be important and necessary.

Also, the name and address here should be the same as the ones I used on my bank account.
