I'm new here, Working as a Graphic and Web designer for contracts, I know HTML, CSS, Bootstrap, and Figma I have worked on those skills in the project but I have not gotten any response from the client side.

First, read some of the other new comers who have had their profiles examined.
Second, read all the hints on how to survive as a freelancer
Third, don't think this will generate millions of dollars by just being here, it takes hard work to promote yourself
Fourth, watch out for scammers and questionable projects. They are out to get you.
Now, some specfics.
First, check out this link on how to present you image photo. There are several aspects where you could do much better. Second, [my broken record]. Make your profile tell why you can help your client, not who you are. Try to quantify benefits to the customer, like x% increased productivty to last set of clients, helped client produce outstanding marketing campaign, etc. Too many freelancers, in my opinion, just tell why they have great credentials. Lots of freelancers have great credentials, you need to set yourself apart from them.
This is a tough place to be, but you just have to try your harderest and not be discouraged. It may not be the place for you or it may make you work life great.

The old chicken and egg problem. You can't build trust with clients until you have clients.
Personally, I don't think of clients as a long term relastionship, but as a one time event. If it goes well, then they may come back. This is a common thing in my area and I also am not looking for long term contracts.
I suggest putting you best image forward, respond well when find jobs to make proposals.
