Old client is referring a new client who is not on Upwork

Hi,
One of my old clients is reffering a new person who might need my services, but that person is not on Upwork. The old client of mine shared his/her email with me in upwork chat. What is the best way to contact this new client? Should I send a direct contract?

Thanks Mykola, But it's okay to get him on reduced fee? as this client is reffered by existing upwork client of mine? I don't know him/her personally?

It is dont matter is someone reffer or where you found his. It must be new client and invited by you.
