Payment set up

Completed set up of payment method but it has "inactive" in red. Can anyone say why this is and what it means?

Hi Marsha, 


It looks like you are yet to fill-in your tax information. Please go the Tax Information page (Settings > Tax Information), and fill-in Form W-8BEN with your legal name, and address, making sure it matches the information on your Upwork profile.
