There's no need to give a refund every time you get less than 5 stars - especially since this particular client didn't write anything bad about you - all it does is encourage clients to give less-than-perfect reviews in order to get their work done for free. But no, it won't affect your JSS either way; you'll just lose $30 for no good reason.
As I said, giving a refund doesn't have an impact on your JSS - bad OR good. It's the review that will affect your JSS, and even if you give a refund, it can still impact your score. So, you may as well keep the money.
