It doesn't matter, you BOTH broke the rules. You posted a job in violation of Upwork's rules, and the freelancer violated the rules in taking the job.
Do you understand that you can't post a job to do your school work?

First, you can't post an accusation in the forum. They will be removed.
Second, you don't have a profile.
As Ramesh posted, this is not allowed in Upwork. Upwork has a distinct policy against doing someone's academic work for them, in any way. The job is in a list along with other violations including scams and contact numbers. It doesn't matter if the freelancer agreed, they know they are breaking the rules, too.
You started the conversation with hello _____, I need help with a philosophy paper. That's a violation for both of you.
I sincerely, hope, that if the freelancer participated in this violation, as it appears to be, Upwork will actually do something.
At the very least, a warning should be issued. Every time a freelancer breaks the rules, and agrees to violate the rules with the client, it takes another piece of Upwork.
