So many scams on Upwork

There are so many scams now on Upwork, it's frustrating. People offering thousands of dollars for simple copy typing, but first you have to send them a deposit, minimum $50, which you will never see again. You can spot them because (a) they are too good to be true and (b) they usually ask you to contact them through a Telegram address. Has anyone actually fallen for one of these? And they are so obvious, why has Upwork not done something about it?
