Some people are still getting free 60 connects per month... Why?

Used to have an odeks. I had an upwork for a while now but only recently joined back in. Found out Connects are now paid.

I contacted people and asked around the community. I even work with some of these people. Some of them are still getting 60 free connects a month. Can somebody explain how?

The only people getting their connects renewed every month are on the Freelancer Plus plan. But they're not getting them for free, as that costs $15/month, and they get 70 connects every month, which roll over if not used.
