Should I assume this is another case of a user committing fraud on the platform? The "about client" section of the job posting says they are in the U.S. and that it's 1:00 AM, which is currently 5 to 8 hours later than anywhere in the U.S lower 48

That is too common on UW. Clients often fake their location. Once I had a client whos location was set to literally Canada, Dubai. Time zone matched UAE, Dubai. Every time I reported possible misrepresentation of real location UW did nothing.

I wouldn't say it's necessarily a fraud. I've had clients who've relocated for a short period of time - digital nomad style or are just travelling and working which is quite common on Upwork. I wouldn't assume anything before speaking with the client.
