My main question is when i will get top rated badge, my profile meets absolutely all the requirements for this badge. But so far I have not received a letter or any related information.

Your profile doesn't quite look 100% complete. When did you hit 13 out of 16 eligible weeks? If very recently, it can take a couple of days before the badge appears.

I got 13 of 16 weeks yesterday.
About profile in "my stats", it is said that i have 100% completed profile
