Unable to submit proposals

I am not able to submit proposals. I am been asked to update my address even after updating the address many times. What could be the problem?

Hi AGU, 

I checked your account and can confirm that you have missed adding your city in the "City" field of your address. Please go to your Contact Info page (Settings > Contact Info) and update your address from there.
