Why can't I get the update security question link?

When I try to reset my security question, it shows a message like this:

the email I get have no reset link: 

And I just don't think the bot can help me

But it seems like they are not the same problem, although it does relate to each other. My problem in the "support ticket" is about ID verification, but the problem I wrote in this post is about the resetting security question link.
