What am I doing wrong when setting minimum hourly rate?

Thank you for reaching out to us. Can you please clarify the concern you're having with the results when setting the hourly rate on your search filter? Are you referring to the hourly rate ranges on job postings you see in the results? We'll wait for your response!
Edited to add: If so, then this is by design. If any part of the range the client sets in the job overlaps with the range that freelancer set in the filter, we show the job because it means the client has flexibility to be within the freelancer's desired range.
