Having multiple Upwork accounts is against the site's ToS, regardless of whether you use your personal PayPal account for all of them.

Hi Chandan,

Your personal PayPal account can't be used for multiple Upwork accounts. A user has to use a PayPal account that belongs to them as a withdrawal method on Upwork and as Daniel pointed out a user can't have more than one Upwork account.
