Does anyone know if I still get my connects back by the end of the month if the client isn't responsive at all and I withdraw ?

Nour, here is the official policy from Upwork https://support.upwork.com/hc/en-us/articles/211062898-Understanding-and-Using-Connects

Connects are not returned if you withdraw a proposal.
