Upwork tells you to not work when the contract is suspended. That is exactly what you should do. You wait until the contract is active again. Why do you need a lawyer? Who do you want to sue?

You give the client all the source code you have created so far and stop working on the contract until the issue has been resolved.

What do you need a lawyer for? And if you did need one, you'd have to hire your own. I'd forget about the whole "lawyer" thing, as you likely can't afford a lawsuit on a different continent.
That said, you are panicking way too soon. The client has been around for 5 years with good history.

I don't understand. You earned 24 x 200 = 2400. How can the client violate which agreement? What right do you mean? If you don't give the client the source code he paid for, your feedback ain't going to be great. What am I missing here?

I agreed with the client to make each file for $200
I made 24 different files
It was delivered within 20 days
But when I entered the hourly work corresponding to the total amount, the problem occurred

Talk CALMLY and professionally to your client.
Wait!
In future, work out how contracts work on Upwork before taking on any more work.
Hourly contracts: Track your time properly.
Fixed rate contracts: Work with properly funded milestones.
You tried to do a fixed rate arrangement with an hourly contract and that rarely works out ok.

The client can end the contract any time. If he doesn't need the other half any more, that is fine.
