I can't apply to any Jobs

I still have 54 connects yet I cant submit any proposal to clients. The 'Submit a proposal' button is disabled. What should I do? Please help me. I can't apply to any jobs and it is waste of time doing nothing at home.

You probably have to either verify your identity, or have been asked to change something on your profile.

 

Check your emails.
