Why I can't submit a proposal

Hello,

 

Each time I need to submit a proposal to a job wich I like to work on it I get this page (please take a look at  the attached file)

Can someone explain what can I do to resolve this problem please

Hello Abderrahim,

 

This means that you ran out of available Connects on your current billing cycle. Your connects will be refreshed at the beginning of your monthly billing cycle. Please click these links for more information:

I am all ready completed 30 days contact and 30 day also but now I have no contact available. I want to know why I can't submit proposal?
