Apologize to a freelancer

How can I apologize to a specific freelancer for accidentally declining her? I feel really bad as I can tell she is good. Is there a way to contact her?

You can create a new job post, go to her profile and invite her to that job post and then start a message room with her.

Awww, that's so nice of you. 
I once send a proposal & I worked 20 minutes on that, make a loom video explaining how can I help, add relevant samples, and boosted that proposal. 

Client declined it saying "It should be a more personalized proposal" .......... WAIT WHAT? 

What can be a more personalized proposal than one have a loom video? 
( he actually never saw that video ) 

It ruined my mood literally so bad that I didn't send any other proposals for next 2 days.

Arooj, that happened to me, too. The client declined the proposal with really rude message in it. I complained to Upwork about this client.

The best suggestion is to only say to client to buy your consultation. This can help you avoid any scams and save your time and money.
