Automatic Charge While Adding Payment Methods

I was automatically charged while adding a credit card to my payment method. I wanted to use my bank account as my primary, and was just about to add it when I was charged on my credit card. As a result, I got an unwanted credit card fee... How do I get this refunded and pay with the payment method I intended?
