Cancelling contract before implementation started

Hi Upwork community. I just wanted to know how I can cancel a contract i awarded because the freelancer asked me that she will start the project after a month. So, I decided to recruit another freelancer for that assignment. How can I shift the assignment to another freelancer by canceling the first one?

Cancel however understand the freelancer will have to refund the escrow or it could go into dispute.
