Client Account Financial transaction is limited! I need help

Hello 

I need Help.

I cant hire someone. financial transactions have been limited for me, do you know why this reason actually? I have tried with two type card, even contact with card issuer .there is nothing problem.I had sufficient USD balance before tried that.

if anyone have knowledge about this issue please comment me.
